SUMMARY:


 Noetic is currently seeking a Senior Systems Engineer (SATCOM) to support our Peterson SFB, CO location.
The candidate will provide senior-level systems engineering support and services for Terminal and Modem Performance Certification, Wideband System Integration, and mission planning in support of the Wideband C-SSE, WGS, GBS, and DSCS SSEs. The position requires expert knowledge of SATCOM performance standards, certification processes, and the Wideband Satellite Communications Operational Management System (WSOMS).


BASIC QUALIFICATIONS: 
  • 10-12 Years of Department of Defense (DoD) SATCOM experience
  • Experience with various International Agreement types (Joint Production, Cooperative exchange agreements, Equivalent Value Exchange agreements, Foreign Military Sales
  • Travel: 25 %
  • Must be a U.S. Citizen
  • An active DoD TOP Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active TOP Secret clearance upon hire, and the ability to maintain this level of clearance during their employment


JOB DUTIES AND RESPONISIBILITES
  
  • Apply engineering-based concepts, tools, and standards including MIL-STD-188-164, MIL-STD-188-165, STANAG 4486, and ETSI EN 302 307 to assess terminal and modem compliance with performance certification requirements.
  • Perform advanced technical SATCOM Terminal and Modem Performance Certification support for the Wideband C-SSE, WGS, GBS, and DSCS SSEs in accordance with established engineering processes and certification procedures.
  • Evaluate terminal performance certification reports through all phases of the certification process, ensuring alignment with Wideband SATCOM performance criteria.
  • Generate detailed engineering assessments for terminal and modem performance certification reports, determining compliance or non-compliance with applicable standards.
  • Provide engineering guidance and recommendations to vendors, Government program managers, and the Wideband C-SSE to modify system designs or configurations and achieve certification compliance.
  • Assess emerging SATCOM technologies and recommend updates to certification requirements, performance standards, and evaluation criteria.
  • Review WGS and DSCS satellite performance certification test procedures and propose process improvements or modifications as needed.
  • Provide engineering support during WGS and DSCS on-orbit testing, operational evaluations, and anomaly resolution events.
  • Review satellite performance certification test reports and deliver engineering-based assessments of results and compliance trends.
  • Provide engineering support for system modifications and updates to WSOMS, ensuring integration of new certification data and system capabilities.
  • Maintain and update offline and online modem and terminal static databases within WSOMS to ensure data integrity and traceability.
  • Support Wideband SATCOM mission planning using WSOMS, integrating terminal and modem performance data into mission models and resource plans.
  • Interpret terminal and modem performance characteristics and radio-frequency functionality to build, refine, and validate WSOMS planning models.
  • Apply knowledge of satellite, modem, and terminal RF performance to conduct detailed analysis and long-term trending of system resources in support of operational planning.
 
EDUCATION
  • Bachelor’s degree in an Engineering discipline required; Master’s degree preferred.
    Equivalent combination of education and specialized experience may be considered.
DESIRED SKILLS
  • Knowledge of MIL-STD-188-164, MIL-STD-188-165, STANAG 4486, and ETSI EN 302 307
  • Familiarity with WGS and DSCS satellite certification processes and on-orbit testing
  • Experience supporting the Wideband C-SSE or other USASMDC SATCOM engineering activities
  • Working knowledge of USASMDC Terminal and Modem Performance Certification standards
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook, Project)
